1. What happened at the public discussion (Wednesday, 16 Sept):
I attended the official public debate regarding the MPZP for the quarry/resort complex at KIS in Mirsk. Scheduling the meeting at 11:00 AM on a weekday morning effectively prevented working residents and elderly neighbours from attending — I was the only resident present from our villages. Like many of you, I had urgent work commitments on a weekday, meaning I myself could only be present for the initial 5 minutes.

I used that brief window to present our 5 fundamental questions and objections in writing with a formal request to enter them into the official meeting minutes. When the officials running the meeting refused to accept or sign for the document on the spot, I immediately filed the entire submission the same day via the government's certified e-Doręczenia platform, legally compelling the municipality to register the questions on the official record and provide a formal written response:

• 1. Guaranteed village infrastructure: What concrete infrastructure improvements (piped water, sewers, street lighting, dedicated village fund) will Orłowice and Krobica receive from developer revenues so our community doesn't bear the disruption alone?
• 2. Road safety & traffic calming: How will the municipality solve dangerous speeding and heavy traffic on the Krobica–Orłowice corridor towards Świeradów before hundreds of guest vehicles are added?
• 3. Geological safety & quarry reclamation: Demanding formal proof of completed mine reclamation and verified rock wall stability before any rezoning takes place (pursuant to Art. 129 Geological & Mining Law).
• 4. Protection of rural dirt tracks (Plot 51): Total prohibition on heavy construction vehicles using narrow unpaved village lanes past homes, routing all heavy transport strictly onto DW 361.
• 5. Drinking water security: Ensuring mass groundwater extraction for resort pools and spas will not lower the water table or drain shallow domestic wells across the village.

2. When and how will we receive answers?
The letter was formally submitted via the official e-Doręczenia government platform to the Mayor and Town Council. Under statutory planning law, the objection submission window runs until 9 October 2026. Following that deadline, the Mayor is legally obligated to publish an official written report detailing the determination on all objections (by late October).

3. Upcoming Council Committee Meeting: Tuesday, 22 Sept (16:00, KIS Mirsk):
The Standing Committees of the Town Council will hold a joint public sitting in Mirsk to review upcoming resolutions, including the "Village Development Strategy for Orłowice 2026–2033" and Krobica.
I plan to attend strictly as a silent observer to listen to council discussions and ensure proceedings are accurately noted. I do not intend to enter into debates until our written answers are received and reviewed together with our resident group.

4. Zero obligations — stay connected:
We encourage all neighbours in Orłowice and Krobica to keep their ears open and share news. Staying informed carries zero obligations — our only aim is ensuring village safety, clean water, and roads are legally protected.

Gmina Mirsk has published a Local Spatial Development Plan (MPZP) for the former "Jerzy" quarry site in Orłowice — covering 16.5 hectares.

The plan includes:

• A hotel up to 50 metres tall (approx. 15–16 storeys)
• Multi-family residential buildings (apartments) — up to 17 metres
• Swimming pools, spa and leisure/tourism facilities
• Internal roads and car parks

Many homes in Orłowice and Krobica rely on private wells. Residents have already experienced falling groundwater levels in recent years.

A large hotel and apartment complex with pools requires significant water consumption. Without proper water supply infrastructure, residents' wells may dry out further.

Our position: The developer must provide an independent water supply or extend the mains network before the facility opens.

Local roads have no pavements, street lighting, or traffic calming measures. Tourist traffic from Świeradów Zdrój already poses a danger.

The new development will generate hundreds of additional vehicles daily — tourists and facility staff alike.

Our position: Pavements, lighting and traffic calming (roundabouts, speed bumps) must be built at the developer's expense — before the hotel opens.

Building a complex of this scale means years of heavy construction traffic — dump trucks, concrete mixers, cranes. Village roads were never designed for such loads.

Construction routes may pass directly by residents' homes, causing noise, dust and road damage.

Our position: Construction traffic exclusively via the DW 361 regional road. Complete ban on heavy vehicles on village roads. Surface repairs at the developer's cost.

A major tourism investment generates profits for developers. Residents bear the costs — more traffic, water consumption, damaged roads — but typically receive no direct benefit.

Our position: Creation of a Village Fund financed from revenue generated by the investment, to be spent on:

• Sewerage
• Street lighting
• Improvements to residents' quality of life

Every resident has a statutory right to submit written comments on the MPZP plan. This is not a petition — it's an official legal procedure.

What to do:

• Get a ready-made comment form (1 page A4) — available from the village head (sołtys) or at Orłowice 24
• Fill in your details and sign
• Return before 9 October 2026

Nobody can penalise you for this — it is your civic right.

If the Mayor rejects the comments, the Town Council must vote on them by name — every councillor must publicly declare for or against.

This initiative was started by Jan Fura, a resident of Orłowice 24.

Jan was born in the UK but has Polish roots. His father was a wartime refugee, and his grandfather proudly fought for a free Poland at Monte Cassino.

Jan and his wife chose Orłowice as their home. He isn't against anyone — he stands shoulder to shoulder with his neighbours in the name of fairness, respect, and protecting the future of the village.
